It's nothing like Return.

It takes 3 turns to use (or you could blow it up yourself)
You need to have a CyDra on the field
It destroys your backrow
The summoned monsters can't use there effects
You also can't conduct your battle phase

Actually it's alot more effective than what you believe, you don't need to remove cards using this card since overload does a better job and other cards help too.

Also you need to destroy it during your opponent's turn, so you can attack with all of your monsters on your turn. Plus you can xyz/synchro with them.

No long called Lightning Strike of the Mechlight Dragon (apparently)

The wikia seems to think it's called Structure Deck: Cyber Dragon Blitzkrieg or Structure Deck: Blitzkrieg of the Mechlight Dragons.

From what I remeber from U.S. History, its a german word and it was used for like fast powerful attacks, I remeber thinking of it like a blitz in football, if you follow the sport

A few thoughts after looking at the Wikia page on it.

The new Cyber Nova Dragon looks awesome, but I don't think it looks like a Cyber Dragon.
To me it looks more like a mechanical Rainbow Dragon.

As for the deck itself, I'm surprised to see both a new Xyz and a Fusion in the same set,
although given Cyber Nova's effect, that's not too surprising.

Cyber Dragon Core adds some decent speed.

Also, with all the Cyber Dragon substitutes, it's going to be crazy easy to Fusion Summon.

Cyber Network is going to be a blast.

This looks like it's going to be an excellent structure deck, and actually makes me want to play Cyber Dragons.
Although, with some of the support Spells & Traps, they might work well with XYZ Dragon Cannon cards as well.

EDIT: Also, a blitzkreig is a word that described the German style of warfare used in WWII. It basically translates to "lightning warfare" and decribed the German's method of multiple, fast attacks. It's actually a very good word to replace "Lightning Strike", and, if my assumptions are correct, will be exactly this deck's style of play.
It's going to bring out a lot of strong Cyber Dragons very fast.
