The Dark Emperor Structure Deck and Rise of the Dragon Lords are both very expensive for some reason that i dont know. But which one is a better deck to buy?

Sorry to tell you, but they are both pretty out dated and crappy.

That's what I would do. He is a good tech card for the BLS.dek that every one will be running this format.

Will do. But just out of curiousity what does tech card mean?

A tech card isn't directly related to the archetype/deck type of the deck it's being used in, but it helps with the decks theme and is generally still useful to the deck. For instance, in a Monarch deck Caius would just be part of the theme, but in another deck like an RFG deck he would be tech.

So Tech is similar to staple cards like MST and threating roar except not useful in every deck, so a semi staple?

Umm well not really, semi staples are cards that can find use in almost any deck, but are not always used because not every player wants them. Tech cards are really only useful in certain decks. Like, Morhping Jar and Fabled Raven are good tech cards in a dark world deck but they are not useful in decks outside of those and a couple of others so they are not semi staples.

Not exactly.
Wink's definitions are by all means correct, but techs can often be a player's way of adding their own flavour to a deck.
For example, I use Guardian Eatos as tech in Gusto decks, since I can empty my Grave fairly easily and I miught need some extra beat power.

EDIT: sniped.

Dragon Lords!

What I do is that I update them with tuners and synchros which would work in harmony with one another

buy the dark emperor.
caius is not the only card useful in that deck. Remove form play is a powerful strategy. thinking that in that deck you would get lightning vortex, sakuretsu armor, bottomless trap hole, a lot of good cards
