I've never really understood this, but if a card in Duel Terminal is released in real life, if the Duel Terminal version legal to play?

Yes, if when you mean by "released in real life" means printed in a TCG set.

DT cards that are reprints of other cards are available for play. DT cards that are new, and exclusive to the set are NOT legal to play UNTIL the corresponding Hidden Arsenal pack for that DT has been released. Once thats happened, they're all legal though. They do that to keep the game fair for players who have no access to DT.
