What do you think are the most situational cards in the entire game of all time?
The complete opposite of staple cards.
Cards that require such preposterous setups that they are virtually unplayable
without building a deck that has a sole purpose of activating said card.
They might have good effects, or even great effects, but you'll never get the chance to see it resolve.
They can be a monster, spell, or trap. Doesn't matter.

Well

Dark Sage is a classic, have to win a coin flip to summon it in the first place
Gate Guardian and Perfectly Ultimate Great Moth are also classic old impossible to summon monsters.
Timaeus the Knight of Destiny is rather difficult to summon and isnt very good.
Ma'at, while easy to summon, is absolute impractical garbage.
Zushin the Sleeping Giant would be really cool if the element of surprise wasn't ruined 10 turns ago.
Sophia Goddess of Rebirth will probably never be summoned in the wild but isnt that hard to specifically build a deck around.

However, impractical sub-effects are much more interesting.
Zoodiac Boarbow's detatch effect will never happen, and is hilarious to think about the massive pile of materials on it.
Performapal Five-Rainbow Magician's pendulum effect is useless under the new master rule because you cannot set 4 s/t while also having a complete scales.
Tellarknight Ptolemaeus's second detatch effect is powerful but completely outclassed with the full range of monsters you can summon with it in the first place. Additionally, to use the effect in a timely matter you need to use 5 materials but at that point just use Number 86 and win much faster that way.
CXyz Skypalace Babylon needs 3 level 11 monsters to summon. Of the 13 level 11 monsters in the game, 1 is Gate Guardian, 2 are extra deck monsters and while easy to summon, multiples will be extremely hard with the extra deck limitations. 1 is Sophia, 1 is Sophia's more practical cousin, 1 is an assault mode monster, 1 is a Yubel Evolution that destroys all other monsters, 2 are cardians that lock you out of playing anything but Cardians, and 1 is Sophia's ritual form that requires a ton of resources to summon in the first place. Of the 3 remaining ones, 1 clogs your field with other monsters when tribute summoned and cannot be special summoned. That leaves a pendulum monster that is a fantastic scale but is brutal to summon, and a monster that was released in the past two weeks and is the only remotely summonable monster on the list.

Oddly, the one thing that strikes me as odd is that, in all the years this game has existed, we only have 13 Level 11 monsters.
Then again, monsters that high of a level should be rare to begin with, and usually they are so powerful that they are automatically given a 12 anyway.
It makes you think, yeah, there should be a Level 11, but is there REALLY a reason to have a Level 11?
Even back in the older days, we had both Blue-Eyes Ultimate Dragon AND Dragon Master Knight as Level 12, even though
Ultimate Dragon is a Fusion Material for Dragon Master Knight. :D
Is that the most underutilized Level?
