Banning of tier 1: like was started it would lead to banning of everything eventually and I dont think we should ban anything only encourage people not to play great stuff all the time.
Disconnect: I like what you said about having to use the same deck but theu should be able to side or else problems arise like in our duel where the proper side means winning and losing.
Type Change: you should be able to change your entire line up if you want, or even switch to a single attribute.
Leaving a clan: should be able whenever but if you are in a war you are still obligated to help your old clan, also if you change you can't jump into a war that started before you joined.
Alliance: they should only last for one war

Things you missed in the op:
Should more than one clan be able to use the same type?
Attribute clans: are they just that attribute like was posted in the council or are they an attribute plus 3 types?
Are we going to be able to make a clan drop a type if they are to strong or just monopolizing powerful types?

In regards to option 1 i think it is being too clear cut. Both options are bad because "yes" can be abused and "no" is unfair if they disconnect at the start of a game.

Also in regards to question 4 I think that clans shouldnt be able to use the same types but there should be a much fairer and better way to decide clan types. It shouldn't be just a first in first served thing.

I recommend we form a disputes council. The council would be made up of the 3 most skilled duelists as voted by the community. There would also be 2 subs for if someone isnt here or is involved in a dispute. The election provess would involve nominations followed by voting.

Once a disconnect occurs the remaining player should immidiately take a screenshot displaying the current game state. The disconnected player can then either concede the duel or request a reduel (players should concede if they think they could not win.). Then the non disconnected player can either accept the reduel request or open a dispute. If they open a dispute they should show evidence to display that they had a significant advantage over their opponent or were about to win. The council would then discuss analyze and vote on which player wins. Because a dispute is long, arduous and unwanted the loser of the dispute loses the whole match to discourage randomly disputing everything.

What the hell does who clans are at war with matter when someone is changing clans? That whole queston needs to change. Also this round robin is bull, I would much rather give up a type to help a new clan than get my whole set up screwed up. Moon (and Ehod if it stays) are the only late additions and I have no problem discussing and being rational, but just taking what I have already chosen and had since we set the 3 type limit is bull. We can discuss things like honest duelist and there ius no need for that.
